Answer: While the Gemorra only mentions saying a beracha on seeing the 4 rivers mentioned in Parshas Bereishis, the Poskim write that one would say a beracha on any equally large and impressive river such as the Rhine, Volga or Danube. While the Niagara River is probably not as large as these, the impact of the Falls presumably makes it a scene appropriate to mention our awe of Hashem's creation. However, one would have to know with certainty that the course of the Niagara River has never been altered by human hands upstream from the Falls.
