The Magen Avraham brings a Gemmora that implies that single men did not wear a talis over their head, and the Maharil writes that the minhag is not to wear one altogether. The explanation given is that the Torah writes the mitzvah of marriage immediately preceding the mitzvah of tzitzis to indicate that this is the order they are meant to be fulfilled in. Additionally there are reasons based on Kabbala. Sefardim and many communities in Western and Central Europe did wear taleisim from before the chasuna, because this is the implication of the majority of the Rishonim and Achronim and they did not accept the previous derasha as halacha l'maaseh.
