There are different opinions among the Poskim regarding the use of wipes on Shabbos, and it is my opinion that they should not be used as one is intentionally squeezing a liquid he needs out of a solid. The same would apply with using wet tissues, and they would be even more problematic. However, one may wet himself and then wipe with dry tissues, as then there is sufficient water on the skin that one has no need for any absorbed water that may be expelled from the tissue.
