Answer: The Mishna Berura writes that one may handle a get on Shabbos and it is not muktza machmas chesaron kis since one can learn many halachos from the way it is written. Shmiras Shabbos K'Hilchaso adds that the same should apply for a mezuza etc. However, Mishna Berura concludes that if one is careful to keep the get in a safe place and not to use it for learning then it would be muktza, and a mezuza also. If the mezuza had been attached to the wall at the onset of Shabbos and only fell down on Shabbos then it is certainly muktza.
