It's true if the mechitza is not "kosher", but R' Moshe Feinstein zatzal ruled that the definition of a "non-kosher" mechitza is not whether the women can be seen through the mechitza but whether it is high enough to pass a baby over, about shoulder height. According to Reb Moshe, the only need for a mechitza that prevents seeing the women would be if the Ezras Nashim is on the side of the men's section instead of the back and there are women present who are not dressed appropriately. Of course there are still many good reasons to construct a mechitza higher than the minimum height, but one need not miss davening with a minyan if Reb Moshe's conditions are met.
