Halacha - hot water heater kosher for pesah?

Answer: I'm sorry but there is an issue of splatters on the urn even when it was never filled with anything other than water, and even kashering the Shabbos kettle is problematic. Therefore, it is recommended to buy a separate one for Pesach.
