Illuminated megillos are certainly permitted because the illustrations serve to enhance the beauty of the megilla and not the other way around. However using pesukim as a form of artwork to beautify one's house seems very questionable. Reb Moshe Feinstein zatzal in Igros Moshe YD 2:134,135 objects to the use of pesukim to enhance a commercial product, and presumably this would be no better. However I did not find anything explicit on this concept, and I am hesitant to criticize such an established practice without a clear source.
