The pasuk (Milachim 2 25:3) says that Nevuchadnetzar's army breached the walls of Yerushalayim on the 9th of Tammuz. We however fast on the 17 of Tammuz, according to the Shulchan Aruch (OC 549:2). The reason says the Michaber is because during the second Churban the walls were breached on the 17th and that Churban is more devastating to us today.

The Mogen Avrohom brings a Yerushalmi that says that in reality during the first churban the walls were also breached on the 17th, but due to the turbulence and confusion of those bloody days, the date was recorded incorrectly.

There is a practical difference between these two reasons. According to the opinion that the first churban's breach was on the 9th, says the Mogen Avrohom, although a general fast was not instituted because the public cannot be asked to fast so often, a Baal Nefesh should fast on the 9th of Tammuz as well. However according to the Yerushalmi there is no reason to fast on the 9th whatsoever, as nothing took place that day.

It should be noted that the Mishna Brura brings the reason for not fasting on the 9th that it is too difficult for the Tizbbur. In the Shaar Hatziyon the Mishna Brura makes reference to a Baal Nefesh fasting according to the Mogen Avrohom but says the Pischei Tshuva questions this.
