Question: can i say brochos if i am not dressed tzniusly? for example, while exercising at the gym, can i say a brocha on water?
Answer: Yes you may, provided your genitals are covered, and for a man if there is a division such as a belt between the heart and the genitals, but not wearing just a loose robe. This is called "the heart seeing the erva", but it is not an issue for a woman.
