A regular Chazzan whose medical condition precludes standing may daven and say Kedusha when seated if there is no one else present who could serve as the Shliach Tzibur. However, the Baal Koreh may not read from the Torah when seated, and if he has a medical condition he may only lean on the Bimah or another person. Since the issue here is Kavod HaTzibur, there is an opinion that he may read when seated if there would be a long wait for an alternate Baal Koreh or of the only other person who could read from the Torah is expected to make many mistakes.
