Answer: One may not learn Mesilas Yesharim before reciting Birchas HaTorah even if you would skip the pesukim. It would not be relevant to say Birchas HaTorah "on" Mesilas Yesharim, since the minhag is to say Yivarechecha and Eilu Devarim after the berachos.
