Answer: It is better to say Yishtabach first and then learn while waiting for Borchu. If you do that Mishna Berura 53:10 writes you may wait even half an hour. However the Chazan must say Kaddish immediately following Borchu, so he should wait before Yishtabach. He would be allowed to wait up to the amount of time necessary to daven the entire Pesukei d'Zimra from Boruch SheAmar to Yishtabach.
