Question: may I extend my house without asking my neighbors (if legally permissible)?
Answer: Not necessarily. There may be Halachic issues that require their permission. Individual circumstances will dictate the extent to which (if at all) your neighbours have a say in the matter.  A Dayan or Rav knowledgable in these matters should be consulted.
