On Yom Tov itself there is no need for for a blech, the soup may be placed directly on an open flame. On Yom Tov there is no problem placing cold soup from the fridge or even raw soup on a lit burner, however the soup should not be left over Shabbos on an uncovered flame.

A new fire may not be lit on Yom Tov so you may not strike a match on turn on a burner that has automatic electric ignition, but if you have a pilot ligth or light the burner manually you may turn on the gas knob and light the fire from an existing flame such as a candle lit from the same 24 hour candle you used to light your Yom Tov candles.
