| "V'Itchem Yihyu Ish Ish LaMateh Ish Rosh L'Vais Avosov Hu--And with you there shall be a man for every tribe, a man who is the leader of his father's household." All those counted in the census between the ages of 20 and 60 ultimately died in the Midbar through the sin of the Meraglim. Only 2, Yehoshua and Kalev, survived to enter Eretz Yisroel. Of these 2, Yehoshua succeeded Moshe to be the leader of Klal Yisroel.
This is what the pasuk means - "V'Itchem Yihyu" - Eventually the only ones that will remain, "Ish Ish" - only 2 men, Yehoshua and Kalev, "Rosh L'Vais Avosov Hu" - and Yehoshu will be the leader of the hosehold of Klal Yisroel. (Zkan Aharon)
