Chasam Sofer: Time & Place For Birchas HaGomel
The Shulchan Aruch states (OC 219:3) that the Minhag is to say the Bracha of HaGomel at Krias ha'Torah because there are ten people present. If one doesn't say the bracha in front of ten people there is a Machlokes whether he is Yotze'i b'Dieved. It is preferable that if one makes the bracha without ten people present the bracha should be repeated in front of ten people without the Shem of Hashem.

The Rosh says that the bracha of HaGomel is recited in place of a Korban Todah.  According to some opinions the bracha of HaGomel must be recited during the day because a Korban may only be brought at daytime. However the Chasam Sofer says (OC 51) that although it is in place of a Korban it doesn't have the Dinim of a Korban at all and it may be recited at night.

Even though it is a to Mitzvah Min ha'Muvchar to recite the bracha at Krias ha'Torah however the Radvaz says that Zrizim Makdimim l'Mitzvos is more important than doing a Mitzvah Min ha'Muvchar. Therefore even though it is a Mitzvah Min ha'Muvchar to recite it at Krias ha'Torah if one wants to be a Zariz and recite it immediately at night he may do so.
